of 9 postmen. Upon the arrival of a foreign mail these are

augmented to 12 or more. It would thus seem necessary for the

Consulate to keep a permanent staff of 10 postmen at least.

The wages of postmen per month are Taels 6, equivalent to 19. An expenditure of some $90 per month would therefore be

incurred.

(4) DISTRICT. Not more than 1/3 of the letters arriving at

Tientsin are for delivery at Tientsin. Unlike other Ports in

Chine, Tientsin is a centre for other places some of which are

Peking, Paotingfu, Shanhaikuan, Tongshan, Lutai, Chingwangtac and Tongku. In no case would it be possible for the Consu-

late to deliver letters to any of the above places. The

letters would have to be re-posted and carried by the Chinese

Imperial Fost Office, who would exact from the addressee the

full amount on underpaid letters from abroad. In several of the above places the Chinese Imperial post had found it neces-

sary to establish branches, an example which I presume the

HongKong Fost Office would not be prepared to follow.

(5) MEETING FOREIGN MAILS. Taku Bar being some 10 miles from

Tongku which itself is 25 miles from Tientsin by rail, arrange-

ments would have to be made with the Railway to convey a

messenger to and from Tongku with the mail bags. Vessels being gradually detained outside the Ear, he would have to proceed

there himself and fetch the mails. This would necessitate

either the purchase or hiring of a special launch, or an

arrangement with the Taku Tung and Lighter Company or again an arrangement with the Chinese Imperial Fost Office who are

accommodated for that purpose with a Customs launch.
